Statutory Declaration of Franji Viccajee

I have the honour to report that Sulima Ali

Mallek, Mohamed Ali Mallek, Ramjahn Ali Mallek

and Patricia Ali Mallek, four children born in

China to Kohamed Ali Mallek, who himself claims

to have been born in Hongkong, have applied to

me to effect the registration of their births

which in each case occurred more than seven

years ago.

Never-

Mohamed Ali Mallek, the father, applied

to the Hongkong authorities for a copy of his

birth certificate but received a reply to the

effect that the Hongkong records contained no

entry relating to his birth in Hongkong.

theless, he insists that he was born in the

Colony, but is precluded from incorporating his

statements of fact in a statutory declaration

owing to the effects of a serious illness, which

have rendered him almost helpless.

3. The evidence on which this point must

be decided therefore is the statement of his

friend, Mr. Framji Viccajee, a responsible

British subject, whose statutory declaration

4. Mohamed Ali Mallek was married according

to the rites of a polygamous faith at the
